Can China really control the Internet or, for that matter, any emerging technology? It has launched a new bid to try. In an effort to crack down on the information access and activities of China’s 100 million Internet users, the Chinese government is imposing new regulations that will attempt to centralize all China-based Web news and opinion under a state regulator. This effort to control content has been preceded by attempts to control conduit, e.g. by forcing MNCs to give up encryption keys as well as to issue a Chinese WLAN standard on security grounds....
If the future of the Web is to be partly influenced by China, we are in for major surprises!

I was trying to remember this exact quote which you mentioned from a Chinese blog asking, in substance and in a much more subtle manner, whether China is changing the West for the worst...
